test-install.yml, rust-ci.yml and test-build.yml had no concurrency group. A new push to a PR left the previous commit's runs queued, taking runner slots the new commit needed. Today a superseded Test Install Script run for #2009 sat queued behind 16 others.

Each now has:

concurrency:
  group: ${{ github.workflow }}-${{ github.event_name == 'pull_request' && format('pr-{0}', github.event.pull_request.number) || github.sha }}
  cancel-in-progress: ${{ github.event_name == 'pull_request' }}
  • PRs share one group per PR, so a new push cancels the earlier run.
  • Everything else (pushes to main, manual runs) gets a group per commit, so nothing is cancelled. A shared group isn't enough here: GitHub still drops a pending run when a newer one queues in the same group, even with cancel-in-progress: false.

Release, merge, manual and reusable (workflow_call) workflows are unchanged. actionlint is clean. CI-only, so no changelog entry.

A new push to a PR left the previous commit's Test Install Script, Rust CI
and Test Build runs queued, holding runner slots the new commit needed.
Pushes to main are never cancelled.

Your team has set up Codex to review pull requests in this repo. Reviews are triggered when you

  • Open a pull request for review

Codex reacts with 👀 while any review is running, comments if it has suggestions, and reacts with 👍 once all reviews finish with no findings.

A shared group would still drop a pending main run when a newer push
queues behind it.

Walkthrough

Three GitHub Actions workflows now define concurrency groups. Pull request runs use the workflow and pull request number and cancel in-progress runs. Other runs use the workflow and commit SHA and do not cancel in-progress runs.

Changes: Workflow Run Concurrency

Each workflow groups pull request runs by workflow and pull request number, and other runs by workflow and commit SHA. Only pull request runs cancel in-progress runs.

🟡 Queued main-branch runs are discarded

When three qualifying main commits arrive during one run, concurrency.group drops the second commit's pending run. GitHub retains only one pending run per group, regardless of cancel-in-progress. The Rust and build workflows also lose main-commit checks.

Learn more

GitHub Actions concurrency groups allow at most one running and one pending run. Setting cancel-in-progress to false protects the running run, but each newer pending run replaces the previous pending run. All main pushes to this workflow share the same group because their github.ref is refs/heads/main. The same grouping was added to Rust CI and build tests.

Example: Commit A changes install.sh and starts a run. Commit B changes install.sh and queues behind A. Commit C changes install.sh before A finishes; C replaces B, so B is never tested.

Recommended fix: Use a group keyed by the PR number only for pull requests; use a unique github.run_id for push and manual runs in all three workflows. Keep cancel-in-progress conditional on pull requests.

[Medium impact] The change affects run scheduling for three CI workflows.

Fix the manual-run groups before merging so requested checks are not dropped.

### Issue 1
.github/workflows/test-install.yml:27
Manual runs at the same commit share a group because `github.sha` does not change between dispatches. Dispatching three install checks with different `version` inputs while the first is running makes the third replace the second pending run, even though `cancel-in-progress` is false. That version never gets tested.

Use `github.run_id` instead of `github.sha` for non-PR runs here and in `.github/workflows/test-build.yml`, which has the same issue.

Minor · Stability & Availability · Quick win

Use a unique group for manual dispatches.

workflow_dispatch runs use github.sha, so repeated dispatches for the same commit share one group. If one run is active, a third dispatch replaces the second pending run even though cancel-in-progress is false. This contradicts the comment that manual runs are never cancelled or dropped. GitHub allows only one pending run per group by default. (docs.github.com)

Use github.run_id for workflow_dispatch. Apply the same fix to .github/workflows/test-build.yml Line 22. (raw.githubusercontent.com)
