📝 WalkthroughWalkthroughWorkflow job conditions now permit same-repository pull requests without the former ChangesWorkflow eligibility and policy

Pre-existing, not introduced here. This PR is a pure revert: every workflow file it touches is byte-identical to its state before the merge train (649a3c910^). The trunk gating only hid this on feature PRs for a day. Tracked in #1958, so the revert stays a revert.

Adopts the workflow tree from 94555d7 (relay#1957, by claude-relay-desktop-be28be): every job's trunk gate becomes a same-repository check, so fork PRs stay off the runners, and push triggers stay main-only, so a feature branch is tested once through its PR. Fixed in eff09ea: one clause, (github.event_name != 'pull_request' && github.event_name != 'pull_request_target') || <same repo>, equivalent to the previous two.
- Prettier: codegen-models.yml and security.yml (the lint and auto-format checks failed; the formatter cannot push workflow files). - In workflows that never trigger on pull_request_target, the gate is `github.event_name != 'pull_request' || <same repo>`. - rust-fmt-fix and prettier-fmt-fix keep their original single condition, the package-validation smoke job its original condition, and large-files (pull_request only) just the same-repo check. - Secret Scanning has no fork gate: it holds no credentials, and forks are where untrusted code arrives. - relayflow-pr-proof-broker: one clause instead of two equivalent ones. - fleet-e2e note names the feat/fleet-** PR bases; AGENTS.md drops the duplicate Merging section (Git Workflow already states the rule). - Line 23: Update the rust-fmt workflow’s formatting flow guarded by the
pull-request condition so it does not leave an automatically pushed commit
without fresh CI; either trigger CI for the formatted commit using a mechanism
that permits workflow runs, or make formatting changes fail the job and require
the author to apply them before CI passes.

Relay goes back to normal per-PR CI. Khaliq decided on 2026-10-09 that the trunk merge train is cloud-only.
Reverts, in order:
6ef6f86c1ci(fleet-e2e): stale branch note for trunk gating9024ae34eci: harden trunk gating649a3c910ci: run CI only for trunk PRs and main pushes (removestrunk-guard.yml)It also removes the
@agent-relay/merge-train-snippetblock fromAGENTS.mdand itsprpm.lockentry.After this merges, every PR into
mainruns CI again, including the opentrunk→mainpromotion #1939.trunkis deleted only after #1939 lands (with #1954/#1955 in it), so nothing merged intotrunkis stranded. The 6 PRs based ontrunkare retargeted tomainthen.🤖 Generated with Claude Code
Note
Medium Risk
Broad CI policy change affects when checks run on every PR to main (more coverage, higher Actions cost) and removes the trunk guard; no application runtime code changes.
Overview
Restores standard per-PR CI by dropping the merge-train /
trunk→maingate. Jobs across the workflow suite no longer requirehead_ref == 'trunk'; they run on pushes and on pull requests from this repo via a sharedif:(github.event_name != 'pull_request' || head.repo == github.repository). Fork PRs stay excluded where that check applies; Prettier/Rust auto-format jobs are limited to same-repo PRs only.Deletes
.github/workflows/trunk-guard.yml, which blocked PRs intomainunless the head branch wastrunk. Updates the fleet E2E workflow comment to describe PR-based testing instead of trunk-only CI.Removes the
@agent-relay/merge-train-snippetsection fromAGENTS.mdand itsprpm.lockentry so agent docs no longer describe thetrunk/mergeablemerge-train flow.Reviewed by Cursor Bugbot for commit eff09ea. Bugbot is set up for automated code reviews on this repo. Configure here.
