Feature/contract rate limiting

Description

Implements an on-chain rate limiter to prevent excessive contract invocations and reduce ledger spam caused by malicious actors.

Changes

• Limit the number of contract invocations per address per ledger sequence.
• Reject requests that exceed the configured rate limit.
• Support whitelisting for legitimate high-volume users.
• Minimize storage overhead for tracking invocation limits.

Acceptance Criteria

• Excessive invocations are rejected gracefully.
• Whitelisted addresses can bypass rate limits.
• Rate limits are enforced per address per ledger sequence.
• Storage overhead remains minimal.
