Refactor server.js monolith into modular service layer

Description

The server.js file is over 1000 lines long with registration logic, federation handling, signature verification, and route definitions all mixed together. This violates single-responsibility and makes the codebase hard to maintain and test.

Proposed Solution

Extract domain logic into dedicated service modules: src/services/registrationService.js, src/services/federationService.js, src/services/signatureService.js. Keep server.js as a thin bootstrap that wires Express middleware and mounts route modules.

Acceptance Criteria

• server.js reduced to <200 lines (bootstrap + middleware only)
• All business logic moved to service modules
• Existing tests continue to pass
• No behavioral changes to any endpoint

Dramatically improves maintainability, testability, and onboarding speed for new contributors.
