Define the "authority" of an identifier #600

In the section on object identifiers, we say:

If present, the identifiers MUST be publicly dereferencable URIs, such as HTTPS URIs, with their authority belonging to that of their originating server.

We should note that "authority" here is as defined in this section of the URI RFC:
