error at release to heroku from CI

Thanks for your course, I have a problem at lesson 11.5, could you help me?
The circle CI announce this error at the last step

Everyone has this issue. This issue in one form or the other has persisted in section 8.3, 10.3, and 11.5.

Only solution left to try is to make regression package public
