Evaluation

This is actionable. The current recipe already declares sqlite3 as a required, default-loaded extension and the archive smoke hook checks it in both standalone PHP and FrankenPHP. Its absence from a published artifact therefore points to a build or publication regression that should be reproduced against the exact released track and platform rather than fixed by merely adding another metadata entry.

StaticPHP v3 supports all four requested extensions on macOS. I recommend treating gd and ftp as default-loaded core extensions, keeping sqlite3 default-loaded, and adding the specialized PECL rar extension to PV's bundled optional catalog so Projects enable it through php.extensions. This preserves the existing lean-default and no-local-PECL design. For gd, the implementation should include the supported image libraries (freetype, libjpeg, libavif, and libwebp) so the extension is useful beyond its minimal build.

Plan

1. Reproduce the published-artifact gap: download the current PHP and FrankenPHP artifacts for each published PHP track on the current release platform, run their existing smoke hook plus direct php -m/FrankenPHP php-cli checks, and record whether sqlite3 is missing from the archive itself or whether the wrong build revision was published.
2. Update the extension contract: amend DESIGN.md and the PHP extension ADR to classify gd and ftp as default extensions and rar as an optional bundled module; document the intended GD codec support and keep standalone PHP/FrankenPHP parity explicit.
3. Update recipe and validation metadata: add gd and ftp to the PHP default/build/expected sets, add rar to the optional shared-module set, add the GD dependency libraries to the StaticPHP invocation, update the strict required-extension list and recipe fixtures/snapshots, include the rar license/notice material, and bump pv_build_revision so corrected artifacts receive new immutable versions.
4. Strengthen behavioral smoke coverage: retain extension-list checks for both binaries and add focused runtime probes for SQLite3, FTP functions, GD image creation plus the intended codecs, and optional RarArchive loading through the generated scan directory. Extend the existing pv-release integration fixtures so a missing requested capability fails before publication.
5. Verify and publish the replacement pair: run formatting, ShellCheck, focused pv-release tests, locked Clippy, and the relevant locked workspace tests; then run the native Artifact Recipes workflow for PHP tracks 8.3, 8.4, and 8.5 on the current published platform. Inspect both artifacts from every pair, publish them through Artifact Publication, and verify the stable manifest resolves to the new build revision. The deferred Intel diagnostic lane should also be attempted when its existing FrankenPHP linker blocker permits, but it should not block correcting the current Apple Silicon publication.

No implementation was started.

Implemented the PHP extension correction in PR #321: ftp/gd are default-loaded with FreeType, JPEG, AVIF, and WebP, rar is bundled optionally, behavioral smoke probes cover all requested capabilities in PHP and FrankenPHP, and paired artifacts advance to pv6. Focused tests, formatting, ShellCheck, and targeted Clippy pass; full workspace verification remains blocked by the unrelated undeclared rustix daemon test dependency, and artifact build/publication is intentionally deferred until the PR is merged on the publication ref.
