Updating to Python 3.13 and releasing to PyPi

Python 3.9 has reached its end-of-life so we are in the process of updating the python packages and EMOD to Python 3.13. As part of this update, we will be changing where we store our python packages to PyPi instead of IDM's Artifactory.
