Clean up github teams

There are many folks who are no longer using NF Github teams that have access to many repos. Would like to see things cleaned up.

Update: In the last infrastructure committee meeting (notes), @arliss-NF and @nicole-numfocus volunteered to audit the existing GitHub teams.
Once it's done, I think one of the staff members will manually update the existing teams.

Finally, @adaviesNumfocus will look into using the GitHub actions to avoid using the GitHub UI for adding and removing new members going forward.

@arliss-NF, can you please include which repos each team can access and their permission levels?

Additionally, I thought we had discussed that you would make recommendations to the committee of potential changes to the list. We would then share the recommendations with the committee and allow them to make the final decision on execution. Is that still the plan?

@nicole-numfocus - I will continue to update the shared doc with additional information including recommendations on whether to keep/update/delete the teams and the Committee can review and discuss the information at or before their next meeting.
