[fw] rib/announce command returns 501 error

YaNFD claims full support for NFD Management Protocol.
However, it does not fully implement the rib/announce command.

Upon receiving /localhost/nfd/rib/announce command, YaNFD returns the following payload:

This test was performed with NDNts @ndn/nfdmgmt Interoperability Test against both NFD and YaNFD.
The same command was compatible with NFD but fails with YaNFD.
