new PyPI release please? (release fix on requirements)

The last release of msclap on PyPI is from October 2023. Two changes have been made since: #30 and #41. These are quite minor changes so I am hoping that a new release could be made with confidence that it nothing breaks.

The main reason I would like a new release is that the current version on PyPI still has the requirement on tochvision=^0.16.0 . This makes msclap incompatible with newer versions of pytorch so other packages can't declare their requirements on both.

This issue was fixed in #41 hence the need for a new release of msclap.

Thank you for making a new release on PyPI (version 1.3.4). This issue can be closed. However, note that the commit from which the release was made has not been pushed to github (pyproject.toml on github still references version 1.3.3)
