ra: make health check specific to RA service

In our integration test logs we get:

boulder-ra VX65Bw health check of gRPC service "ra.SCTProvider" failed: waiting for overrides

But the SCTProvider service doesn't need to block on overrides. We should go ahead and mark that service healthy right away.
