Although I don't know how the verifier workes, it's probably similar to hw's "pure mode", which requires entering the Pin to sideload apks.
Not only Adb but also shizuku and dhizuku installers, e.g: InstallerX, Iwansetting, InstalLion, can install apps without entering pin, so it may also works under gg's verifier
