Pre-built binaries for newer node versions

Broken off from #170

We use node-pre-gyp to generate pre-built binaries. Unfortunately, it has not been maintained and doesn't support node 18+ #170 (comment).

Another option is to move to the inspector API, and remove the native portion of this library altogether. We have done some experiments and that seems feasible #227 #236

This fork is supported https://github.com/mapbox/node-pre-gyp but having something without native code would be preferable.
