Update/Rollout Tailing - how to know when "done"

How can a non-advanced user understand if a rollout or update has been sent to all devices? ie - it they can't just sit there and tail the output indefinitely.

A rollout/update is never really "done". Devices over their lifetime may have things like compose-apps list changes which trigger an "update" to change the apps. We've just merged something different but that helps the user with the same goal: #221

I'm closing this for now until someone comes around and better articulates what we should do for this
