Back Button Removes doc_id Instead of Returning to the Previously Viewed Page

Summary

When navigating from the main rulemaking search page to any individual rulemaking page, you land on a page with a URL containing a doc_id. Clicking back should take me back to the main rulemaking page, but it does not. Instead I'm taking to the main individual rulemaking URL without a doc_id applied. Clicking back should take me back to my previous page. The current implementation requires me to click the back button twice to get to where I was, instead of one click.

**What should have happened?**

Clicking Back once should return the user directly to the prior page they visited—typically another document view with a different doc_id, or the main search result page—rather than stripping the parameter and altering the intended navigation path.

• Ensure browser history entries are created in a standard, predictable way so that a single back action restores the previously loaded rulemaking document or the previous non-individual rulemaking page
