Add citations and empty table states to archived MUR pages

What we're after:
Implement updates to MUR archived pages to show Legal citations at the bottom of individual close MUR pages, as well as improve empty table states. The appearance of the legal citations section aligns with existing "canonical" pages such as AOs.

• Archived MUR pages now display legal citations section
• Empty states of tables and citation sections are accounted for in the implementation
