Disable 'Suggest' integration?

I'm packaging a .NET tool in a Docker container, so I don't need the dotnet suggest integration for that. Is there a way to disable it?

RegisterWithDotnetSuggest was deleted in #2099, so it will no longer cost time when the tool is starting.

Are you also hoping to save disk space by removing support for the [suggest] directive?

It wasn't so much disk space, as I noticed a log file that seemed to be generated by an exception being thrown due to dotnet suggest not being available.
