can not change nginx.conf

Define mountable directories.

VOLUME ["/etc/nginx/sites-enabled", "/etc/nginx/certs", "/etc/nginx/conf.d", "/var/log/nginx", "/var/www/html"]

why don't add volume "/etc/nginx",
I want to change nginx.conf file
