Can't turn off BLE unless I turn on Wifi

Describe the bug
A clear and concise description of what the bug is.
When using BLE, if you click the icon again to turn it off, it only asks if you'd like to restart the BLE function. There is no option to turn it off from the main UI or the MGMT tab. When I turn on Wifi and attempt to turn off the Wifi, it will then ask me if I want to turn off Wifi and BLE, however. But I cannot turn of BLE when only BLE is on.

The latest as of 6.16

To Reproduce
Steps to reproduce the behavior:

1. Go to '.BLE' to activate
2. Click on 'BLE' once more to attempt to turn off
3. If no success, click Wifi to activate
4. Click wifi once more and see prompt to turn off Wifi and BLE
