Make submission links clickable on submission board

When dealing with participants and helping a live contest, it'd be nice to be able to click on gitlab issue links for submissions instead of copy-pasting them.

Actually, the submission url on gitlab is made available for each of the submissions in the meta param. And it should also be rendered properly on the individual submission page too.

We can have a "code" column which has a link in it if available in the meta

It's on the edit page ... will move it to the detail page for admins
