Need to build a base developer machine image with packer

It would be really great to have a packer file for creating a dev machine with enough tools to be effective. Additionally to have a workflow for creating this image in Azure.

Key Items to this issue are:

• Build a packer file that will create a default image for developer machines.
• Write up step to integrate with the broader environment
• Build a github workflow to rebuild the packer image on a regular basis.
