`--native-aot` should work with `build`

Context: Tyler brought this up while we where testing behavior with a customer trying to use the --native-aot build flag with .NET 8.

We would like to be able to use --native-aot during a dotnet build

Per NATIVEAOT-LLVM.md, the --native-aot can only be used with either spacetime init or spacetime publish

I'm not sure I understand precisely the issue. In current master (after the .NET 10), functions in build.rs have a native_aot argument and all init, dev, publish and generate subcommands accept --native-aot.
If we want to call dotnet build manually in .NET 8 targeting NativeAOT-LLVM, we should do dotnet build -f net8.0 -p:EXPERIMENTAL_WASM_AOT=1. Adding dotnet build --native-aot would not be possible for us to add.
