docs(plans): record the EQL target-directed encryption plan

The plan behind #971: the TextEq slice first, then generated scalar
derives, then JSON/SteVec. A dated status note says what is done (the
slice) and what is not (the broader draft, which needs stack-encrypt
capabilities that have not landed).
