When job is submitted, agent fails to launch newest version of Chrome on Android

After submitting a job with the newest version of the agent and newest version of Chrome, the agent fails to launch the browser i.e. open the "orange web page". The browser crashes on startup.

Here is the debug output from the agent:

Here is the adb logcat output, filtered for "ActivityManager|chromium|com.android.chrome":
new_wptagent_new_chrome_adb.txt

An old version of the agent from around this point in time launches the browser successfully.
