Add self-service clpid changes

The bash script, move_people_record.bash, has the SQL logic for moving people records. I can implement the same SQL as a query function then write a form with JavaScript to interact with the query end point. This doesn't happen that often (maybe a half dozen times since the start of 2026, less in 2025).

The challenge will be coming up with the Web UI that is easy and doesn't allow for accidental changes in the clpid.

From meeting comment: We need to decide where to put the tool. The tool inputs are old clpid and new clpid and a submit button. We probably want to display some summary info once the old clpid is entered (make sure we have the correct record). Need to add a check to change the clpid in membership too (which I don’t do now). I also should add a mechanism to prune the feeds staging directory of the wrong clpid (I do this manually now) then prune the S3 bucket (which I am not consistent on now).
