RootFS with root.transient still has tmpfs_t label instead of root_t

I see 2 commits aef71bf and 28b557c which seem to be trying to fix rootfs mislabeling with root.transient=1 (latter one is related to issue #1992), but I currently observe on my system with root.transient that rootfs still has tmpfs_t label instead of root_t
