Rebuild docker container toolchain for v0.1.3

Latest version includes picolibc and requires rebuilding the docker container toolchain.

docker compose build

EDIT:

Then stop and restart the container if it's already running:

docker compose down && docker compose up -d

after updating and rebuilding I'm gettin an error
arm-none-eabi-gcc: fatal error: cannot read spec file 'picolibc.specs': No such file or directory
edit: nevermind, had to restart / delete old container, now it's working
