ci: 推送后隐私复查(privacy-gate)

每次推送后用加密的敏感词表复查新增内容,命中则此检查失败并发邮件通知。
只报位置和规则序号,不回显命中原文。本机推送前已有同一套检查,这里兜住
别的机器推的、被绕过的和网页上直接改的。
