on v100 machine, the output fluid.tgz will be bigger then 2 G. since we have no idea which lead to this, and since the machine can't run pr CI job , we have disabled the machine.

PaddlePaddle/Paddle#12460 already fix this problem. And I see that fluid.tgz on http://ci.paddlepaddle.org/project.html?projectId=Manylinux1&tab=projectOverview are all very small (largest is 140MB). Could v100 machine use the latest code and test again?
