chore(release): bump version to 2.0.7

Carries the rule changes made since 2.0.6 was tagged: BCS0704 scoped to
help text longer than one line, and the ownership of a missing cleanup
trap settled on BCS0110 rather than BCS1006. VERSION is part of the
result cache key, so results cached under the old rule text are not
served.
