A command-line boolean option to mark that a model is pre-release

PR #124 made it possible to add pre-release annotation to the binding, if sh-to-code:isPreRelease true annotation is detected in ow:Ontology.

For the use case that it is inconvenient to modify RDF/SHACL model file to add sh-to-code or other pre-release annotation.

This command-line option will override information presented in the model file.

We may able to use this for testing purpose as well.

From 15 July 2026 SPDX Implementers call, this command line option will be useful to distribute bindings of pre-release models, without the wait for annotation to be adopted by official model distribution.
