You identify two archetypes: those with development services and those without. But you did not collect data on unit size. Larger units may offer more services simply because they have more staff. Acknowledge this confounding factor.

Interesting one. It is absolutely correct that you have to have a certain size to offer dev services, but I think the reviewer has the causality wrong. The bigger departments are big BECAUSE they offer dev services. In contrast to almost all others, these service bring in funding for growth. I would write one sentence about this.
