Reviewer comments:

You say “This position paper focuses on groups of research software engineers.” But the paper is not clear whether you are reporting on existing groups or proposing a new model. Clarify this early.

The very next sentence in our text clarifies:

We advocate the establishment and support of dedicated, central RSE groups in German research organisations,

An English speaker reading this sentence will understand that advocating for something to be established does not mean "existing groups".

The "model" we are discussing in our text is the "RSE Hub" which is explained right in the Introduction section. I wouldn't know how to "clarify this [earlier]" than in this section.
