mjSpec Support

Hello, I noticed that mujoco can use mjSpec_ for model editing, does Java support it now?

The Java bindings are a bit behind the core develoment. I need to make a major update to how the library builds from gradel to maven to adhere to the publishing updates. That will likely be part of the winter break project (I am a school teacher and maintain this and other projects during my school vacations.)
