Update animation on project hub page

The 10-degree tilt animation of the project icon has been requested to be changed.

Please accomplish the following:

• On the project hub page, the 10-degree tilt animation of the project icon currently triggers whenever the icon is hovered over. Change this to instead have the same trigger as the "red sweep" animation, or whenever the project title card is hovered over altogether.
